Supporting Implementation

This case study report summarises the work undertaken by the partners in the target regions to foster the deployment of district heating and cooling from renewable sources (RES DHC), in the framework of SmartReFlex. You will find here a number of selected case studies on initiatives to improve the policy framework for RES DHC in the participating regions and to support the practical deployment of RES DHC in their towns and cities.

Workshops

Three types of workshops were held; 1) Design and planning, 2) Technical and 3) Organisation and financing. A kick-off workshop was also part of the scheme, this was merged with the first workshop held in each region, typically workshop 1 “Design and planning”. The objective of the kick-off workshop was to present the objectives of the SmartReFlex project, to collect stakeholders’ needs and to stimulate interest in renewable district heating. In practice, this purpose was addressed as part of all the workshops.

Workshop 1 "Design and planning"

The main objective of workshop 1 “Design and planning” was to train local authorities staff in design and planning issues on renewable district heating and cooling.

Main addressed topics:

  • Urban heat planning, DHC vs. individual heat supply, cooperative ownership (~workshop 3), real examples of project development
  • Case-studies
  • Concepts how to stepwise reach 100 % RES, e.g. utilization of excess heat from industry
  • How to come from case studies to municipal and regional plans, addressing the necessary framework for development of DHC (cf. risk analysis)

Expected participants: Technical staff and city planners from municipalities and regional authorities, DHC utilities and designers.

Duration: 2 days.

WS1 Program suggestion and daily routine 

Workshop 2 "Technical"

The main objective of workshop 2 “Technical” was to provide specific training on how to optimize technical solutions in 100% renewable project implementation.

Main addressed topics:

  • Design of substations and lay-out of DHC grid with low temperatures
  • RES production plants and how to calculate production prices
  • Case studies

Expected participants: Technical and managing staff from DHC utilities, DHC industry and technical designers.

Duration: 2 days.

WS2 Program suggestion and daily routine 

Workshop 3 "Organisation and financing"

 The main objective of workshop “Organisation and financing” was to train stakeholders on how to organise and run 100% renewable district heating and cooling systems

 Main addressed topics:

  • Metering, payment, service to customers, administration
  • Costumer involvement and ownership, business models and financial analysis
  • Viability of consumer-owned company, legal and financial
  • Financing, investment costs
  • Case studies

Expected participants: Technical and managing staff from DHC utilities, DHC customers, cooperative unions, consumer protection associations, banks and financial institutes. 

Duration: 2 days.

Workshop 1 & 2 in Dublin "Planning, Design and Technical Specification of RES District Heating and Cooling (DHC) Training Course

This 2 day course is part of a series of training opportunities that will bring some of the best international experience in district heating to Ireland. It is organised as part of the European SmartReFlex project, which includes Irish partners Tipperary Energy Agency, Kerry County Council and XD Consulting. Smart Reflex aims to support the development of district heating based on renewable energy sources (RES) through know-how transfer and exchange of experience. This training will focus on the planning and technical design aspect of developing and operating a RES district heating project. It will be a unique opportunity for participants to gain an insight into the Danish experience of designing and deploying successfully district heating with renewable energy.

Workshop 3 in Tralee, Kerry “Organisational and Financial Aspects of RES DHC Development Training Course”

This two-day course was part of a series of training opportunities that brought some of the best international experience in district heating to Ireland. It was organised as part of the European SmartReFlex project, which includes Irish partners Tipperary Energy Agency, Kerry County Council and XD Consulting. This workshop focussed on the organisational aspect of developing and operating a RES district heating project, as well as on the financing options. It was a unique opportunity for participants to gain an insight into the Danish experience of deploying successfully district heating with renewable energy, and to familiarise themselves with the existing and future projects in Kerry.

Summary report and detailled regional strategies

The summary report describes the situation regarding legal, organizational and technical possibilities
of regional authorities in Catalonia (ES), Kerry and Tipperary (IE), Emilia Romagna (IT), Schleswig-
Holstein and Baden Württemberg (DE) for the development of district heating and cooling (DHC)
systems with high shares of renewable energy sources (RES). This is followed by recommendations to
improve e.g. the legislative framework.
The descriptions of the different regions base on the regional strategies that have been elaborated by
each region.
